Update: The problem has been solved and as of 12:30 the connectivity is restored to normal.

Currently there is a peering problem at COLT which causes connectivity problems for the servers in IP ranges 212.123.232.*,212.123.193.192/27 and 212.123.227.*.

We are aware of this problem and have opened a fault with the responsible provider.
